If that want and need are not there then there really is no point in trying to give up. In fact if he is under undue stress at the moment, now might not be the best time. Stress and anxiety can trigger heart related problems, so giving up the cigs now maybe worse for him!
Wait till things have calmed down, may be take a vacation, relax together, let him smoke during that time with the knowledge that when you get back he will give up. Go cold turkey, thats the best way.
